We're now officially 30 months away from the World Cup in Brazil, which means there isn't much time for the country to start finalizing some basic rules. When it comes to football of course, 'basic rules' really range from the sale of beers to deciding on how much 'fiesta' (partying) is allowed in the stadiums.
