Philadelphia Union striker Carlos Ruiz has once again been linked to a Mexican club ahead of the July 15 opening of the international transfer window.
The 31-year-old Guatemalan is reportedly on Tiburones Rojos de Veracruz's short list, as the second division Mexican club looks to restock ahead of their 2011-2012 season, per Diario Xalapa.
