According to great friend of MLSR, Major League Soccer Talk's Kartik Krishnayer maybe:

Jeff Cooper was believed to have won the USL bid according to several team owners. He had supposedly submitted the highest sealed bid, but the group chosen is more in line with the current USL leadership.
